This year is a leap year. Leap years are years with 366 days, instead of the usual 365. Leap years are necessary because the actual length of a year is 365.242 days, not 365 days, as commonly stated. Basically, leap years come every 4 years, and most years that can be evenly(平均地) divided by 4 have 366 days. This extra day is added to the calendar on February 29th which is known as a leap day. However, there is one exception to the leap year rule about century years. Century years are only considered as leap years if they are evenly divided by 400. Therefore, 1900 was not a leap year, but 2000 was a leap year.

A person who is born on February 29th may be called a "leapling" or a "leap year baby". In non-leap years, some leaplings celebrate(庆祝) their birthday on either February 28th or March 1st. In England and Wales or in Hong Kong, a person born on February 29th, 1996, will have legally(法律上) reached 18 years old on March 1st, 2014. If he or she was born in the United States, Taiwan or New Zealand, his or her legally birthday will come a day earlier.

There is a popular custom in some countries that a woman may ask a man to marry her on February 29th. If the man refuses, he then has to give the woman money or buy her a dress.

Since leap days are special days, people nowadays want to do something different within the 24 extra hours. Big jumps are the most popular ones.

Some salaried(领薪水的) workers want to get pay for their extra day’s work. But in my opinion, if you know why there is a leap day, you will get the answer to this problem.

Hi Eric,
  We don’t have smog in Oxford. We get fog sometimes, but that’s all. Oxford is much smaller than LA. We only have about 135,000 people. I looked up the 1900 population, it was about 57,000. So it is about twice as many people, not ten times as many, like LA! Oxford is much smaller than London - London has about 7,000,000 people. So that means that LA has more people than London. LA gets hotter than Oxford. We have colder winters too – it can be -4°C in winter.
  I’m not surprised that your new student only knew about the university. It is famous because it is one of the oldest universities in the country. There are about 18,000 students. The brother of my best friend is at Aberystwyth University, in Wales. There the population is 14,000 and half of that are students! It must be a strange place to live! There are more tourists in Oxford than students, I should think. We get a lot of tourists, all year round. We also get a lot of young foreign students because there are a lot of language schools here. You can stand in the middle of Oxford, close your eyes, and hear accents from all over the world!

The rich and the poor
  The world is divided (分为)into two main parts . The difference is that
one part is rich  and the other is poor . In the poor part , a lot of people never get
enough to eat . In the  rich part , a lot of people eat too much . In one part , child
starve (饿死)and in the other ,  a lot of people get fatter and fatter and have to
go on diets (吃特别饮食), or do special  exercises in order to lose weigt.     
  The poorer countries have special problems . Sometimes the land is too
poor to grow  anything on . The land can be improved (改善), but a lot of
things must be done first . The  people must be educated an water must be
found.     
  But rich countries have problems , too . There are not always pleasant
places to live in .  Sometimes the air is too dirty to breathe , and the rivers are
too dirty to swim in or to take  water from . The roads are too crowded to drive
along . Large numbers of people do not have  decent (象样的)housed to live
in . Some things will have to be done about these problems .  The air and the
river will have to be cleaned , and more houses will have to be built.
