    记者郭芳：“十三五”期间，中国科学院的科技发展会有哪些重点突破？

    白春礼：预期可以取得如下几方面突破性、标志性的进展。

    一是在一批主流研究方向上达到国际同领域的前列水平，尤其是物理学、化学、材料科学、数学、环境与生态学、地球科学这几个学科的整体水平要进入世界先进行列，主要学科的国际科学论文篇均被引用，频次都要位居世界主要国立科研机构的前列，因为被引用的情况代表了发表的文章在这个领域的影响。我们在若干新兴前沿方向要引领世界学科发展，实现从并行到领跑的转变。尤其是在几个优势学科领域，能够形成5～10个具有鲜明学术特色的世界级科学研究中心。

    二是在若干战略必争领域实现新的跨越。比如，我们要攻克载人航天空间实验室和空间站工程、月球与深空探测工程、全球卫星导航系统、空间科学卫星、海底观测网络和高端深海探测大型装备、海斗深渊、先进深部探矿设备、“大智移云”、自主可控的信息软硬件、网络和信息安全、量子通信技术实用化、新原理大推重比发动机、先进核能等方面的关键核心技术。在这几个方面整体取得一批具有重要应用价值的重大成果，占领国际科技制高点。而通过我们中科院先导科技专项，这几个重要领域都已经做了布局。

    三是在系统集成研究、工程化方面，尤其是在成果转移转化方面，要实现对经济社会发展、科技进步、国家安全的贡献度大幅度提升，成为重要产业升级的创新引擎。

    我们的计划是到2020年，中国科学院知识产权的收益要比2015年翻一番，为社会创造年产值超过万亿元。

    到2020年，中国科学院整体实力要进入世界同类研究机构前三名，大部分研究所要处于国际上并行的地位，三分之一左右的研究所能够处于国际领跑地位。我们还要建设若干国家重点实验室和国家重大科技基础设施，建设运行一批高水平海外科教中心。科学院目前在海外已经建了8个海外中心，这是中国的科研机构第一次“走出去”。

    现在社会上非常关注引力波。这段时间，我们科学家开了若干次研讨会，准备设立一个多波段引力波研究的先导科技专项，争取到“十三五”末期在引力波的探索方面有很好的成果。“十三五”期间重点布局引力波研究。

    记者郭芳：引力波现在已经成为一个全民热词，中科院希望通过引力波计划在哪些方面取得突破呢？

    白春礼：美国在地面通过激光干涉天文台证实引力波的存在，从而证实了爱因斯坦一百年前提出的一个假设，这是一个非常新的成果。这个新的成果不仅证明了引力波的存在，关键在于科技界普遍认为引力波的存在，会成为开启科学家探索宇宙奥秘的一个新途径。以前我们观察宇宙的起源、演化及一些宇宙发展的大事件，主要是通过光学和电磁学的方法，而通过引力波的方法来观测，这为我们开启了一个新的窗口。引力波的观测应该有四种方式——高频波段、中低频波段、低频波段和超低频波段，这四个不同波段探索宇宙的科学目标是不一样的，对象是不一样的，发现可能也是不一样的。目前，针对高、中、低不同频段的引力波探测我们已经有了近、中、远期布局，而且现在决定加大这方面的投资力度。

    近期的布局是我们在建造一个目前世界上最大面积的球面射电平方望远镜（FASTST），直径500米，今年9月份要在贵州建成。建造这个FAST的目标之一就是探测引力波，观察中低波段的引力波。同时，我们在西藏阿里的天文台也要建一个新的观测引力波的望远镜，主要观察宇宙在早期爆炸阶段的引力波，这是国际上还没有进行观察的东西。

    记者郭芳：在“十三五”期间，我们将采取哪些措施确保“十三五”目标的实现呢？

    白春礼：这个问题提得特别好，确实是知易行难。怎么能够更好地保证我们的目标实现，我想排在第一位的还是改革，通过改革来激发释放创新的活力，通过改革来突破制约创新的瓶颈束缚，也通过改革更进一步地凝练我们的目标。
