    　　I lived in Devon for three years, and can honestly say that in the village where I lived it was safe to leave the front door unlocked．But a London district?What planet is Ian Blair on?What decade is he in?

    　　I’m not one of these people who think that Britain is slipping into a deep hole, but I am realistic enough to understand that wherever you find a large population you will find crime．

    　　The idea that we can measure society’s downfall by how safe it is to leave the door unlocked is misleading, anyhow．It’s a little like the recent announcement that street crime has increased in recent years．Yes, it has, but the majority of people now walk around with half a branch of Dixon’s in their pockets-mobile phones, i-Pods．Of course, street crime is going to increase．

    　　Funnily enough, there was hardly any car theft in the 19th century!!!

    　　The same goes for houses．A hundred years ago your house may have contained a little jewelry, some furniture, and some small cash in a biscuit tin．Now even working class households are equipped with computers, DVD players, wide-screen televisions-all of which can be carried out in a matter of minutes．

    　　I’m not speaking for the scum(渣滓)who choose to break into people’s houses and rob them of their hard-earned belongings, but it does put things into context．

    　　Yes, we have to lock our front doors, and yes, it is a shame that we can’t trust everyone, but if we’re honest with ourselves, those of us living in cities never could trust absolutely everyone．

    　　Encouraged by the success of its first manned space mission, China says it is looking to launch(发射)another Shenzhou spacecraft within "one or two years' time" and is pushing ahead with plans to develop a permanently manned presence iu space．

    　　In comments reported just hours after the Shenzhou V's safe return to Earth, the official Xinhua news agency quoted(引用)a leading space official as saying China's next steps would be to work on launching a space laboratory and then a space station into orbit(轨道)．

    　　"The successful mission of Shenzhou V is the first step of China's space program．" the agency quoted Zhang Qingwei as saying．

    　　Although Zhang gave few details and no specific timescale for the plans, the announcement is the clearest official statement to date concerning China's plans for space exploration．

    　　Speaking later at a Beijing news conference, Xie Mingbao, director of the manned space office, said he expected to launch another Shenzhou capsule before the end of 2005．

    　　"In one or two years' time, I think Shenzhou VI will be launched．" Xie said in response to a reporter's question．

    　　Zhang, the second most senior officer in charge of the country's space program, said the next major tasks to tackle would be to perfect orbital docking technologies and procedures．

    　　Precise docking between spacecraft and orbiting modules is essential to placing a space lab in orbit, Xinhua quoted Zhang as saying．

    　　He did not say whether the proposed space lab would be manned or conduct experiments using automated equipment．

    　　Beijing has not been involved in the U．S．and Russian-led International Space Station(ISS), although there has been speculation(思索)that China may be invited to join in the near future．Although earlier reports in Chinese media have speculated on the future course of the space program, Zhang's comments are the clearest indication yet that such plans have high level official support．

    　　Aside from the space station, Chinese scientists are also reported to be working on plans to send unmanned probes to the moon with a view to eventually landing a Chinese astronaut on the lunar surface．

    　　For decades, Morocco, the only North African nation without large quantities of oil, combed the surrounding desert in search of fossil fuels．But roughly a year and a half ago, the country turned to a resource that exists in abundance across the region：the sun．

    　　Now Europe－long dependent on Middle Eastern oil Russian natural gas－has begun to look toward the heat of the Sahara for some of its long-term energy needs．By 2050, roughly 15 percent of European energy could be produced by wind and solar-thermal(太阳能热)power in North Africa and parts of the Middle East, according to Dii, widely known as Desertec, a group of mostly Europen companies such as Siemens that are developing clean-energy technology in the region．Although the effort－expected to cost ＄510 billion－is still in the early stage of development, analysts say Morocco has far more aggressive investment plans than its regional rivels(竞争对手)and is well positioned to become North Africa's leading provider of renewable energy, especially solar-thermal．

    　　In 2008, when global oil prices hit record highs, Morocco－which imports most of its power－saw energy costs nearly double, to roughly ＄9 billion annually．Soon after, King Mohamed VI issued a royal command making the development of alternative energy a top priority．He also put a legal framework in place to encourager European investment and has managed to limit instability in a region known for political confusion．

    　　Another advantage for Morocco：geography．The sun over the Sahara is far stronger than it is in Europe．But what distinguishes the country from its neighbors is that it is close to Spain．The two countries are separated by less than 16 km at some points, and they’re connected by an energy transmission line．Currently the line sends energy from Spain to Morocco, but it could work both ways, and analysts say the line’s existence gives Morocco an advantage over its neighbors for access to the European market．

    　　Getting a position in that market may take some time, however, due to a shortage of funding．By 2020, Morocco hopes to invest several billion dollars in solar-thermal power and use to technology to greatly increase its energy production．But unlike, say, wind power, which is economically competitive with fossil fuels, solar-thermal often is not, despite financial support from various international institutions．Analysts say the costs of solar-thermal will come down, eventually．
