   About 1 million adult New Yorkers are obese(肥胖的), but nearly two-thirds of them don’t think they are, according to a study released on Tuesday by the city’s Department of Health and Mental Hygiene(卫生).

    Among the obese, who account for about one in five New Yorkers, only 39% described themselves as “very overweight”, according to the report. 2% said they were very underweight, 1% said they were slightly underweight, 16% said they were just right and 42% said they were slightly over weight.

     Only 44% of the city’s adults are at a healthy weight, and nearly 75% say they do not participate in(参加) any regular physical activity.

     New York City’s adult obesity rate was 20% in 2003 compared with 23% nationwide in 2004.The national average has nearly doubled from 12% in 1993, the report said.

    Overweight and obese are defined by body mass index, or BMI (= kg/m) , which is based on a person’s weight , adjusted(调整) for height, the department said.

    Being obese means having a BMI of 30 or greater, while being overweight means a BMI of more than 25 but less than 30.

    A 5-foot, 10-inch (1.78-meter) man weighing 175 pounds(79kg) would have a BMI of 25.1 and be considered overweight according to the department . If he weighed 210 pounds (95kg), he would have a BMI of 30.1 and be obese.

    The report came from results of the department’s 2002 and 2003 yearly telephone surveys of some 10,000 adults.

BEIJING , March 9 --- The central government will require an additional three years of use for official vehicles for ministers and governors to reduce the costs of purchasing new cars, media have reported.

The new rule has been applied among all Party and government departments nationwide, the Beijing News reported on Tuesday. The new rule has not yet been made public, said Li, a member of the Chinese People’s Political Consultative Conference National Committee.

Under the old rules, the cars used by minister-level officials could be replaced as often as every five years, Li said. These officials will also keep the same cars when they assume new posts, he added.

The new rule also reiterated(重申) that officials ranking below minister-or-governor-levels should not be allocated cars. The cars possessed by their departments should be used on demand.

“It violates the rules for lower-ranking --- even county-level-officials to be allocated cars,” Li said.

Purchases of vehicles for official use have been heavily investigated, as they account for a large expenditure (花费) of public funds every year.

A survey on the Web news www.ifeng.com found 64 percent of respondents believed the new rule will be difficult to carry out because it is related to officials’ interests.

“Local government departments had halted(中断) approvals for requests for such vehicles and had started to work on new quotas(指标) under the new rules,” Li said. “The future reform of official vehicle use will introduce market mechanisms and monetization.”

Premier Wen Jiabao said in the annual government work report on Saturday that expenditures on such vehicles will not increase in 2011 compared with a year ago.

Beijing’s standing deputy mayor Ji Lin last week said the municipal (市政的) government will release the number of vehicles for official use in the capital as early as at the end of this month.

Earlier this month, the Minister of Finance had published a rule regulating the budgets for such vehicles.

It is reported that six Chinese ships have entered waters near islands claimed by both China and Japan. China said the ships were carrying out “law enforcement” to demonstrate its jurisdiction(管辖权) over the islands, known as Diaoyu in China and Senkaku in Japan. The Japanese Coast Guard said the first two Chinese boats entered Japan’s territorial waters at 06:18 local time, followed by another fleet of four other ships just after 07:00. The first two ships then left the area. A third ship left later on Friday morning, one report said. No force was used, Japanese officials added. “Our patrol(巡逻) ships are currently telling them to leave our country’s territorial waters,” the coastguard said in a statement.

The Chinese foreign ministry confirmed that its ships were there. “These law enforcement and patrol activities are aimed to demonstrate China’s jurisdiction over the Diaoyu Islands and ensure the country’s maritime interests,” a statement said.

The US has called for “cooler heads to be accepted” as tension worsens between China and Japan over the islands. US Defense Secretary Leon Panetta is going to visit both Japan and China from this weekend as part of a tour of the region.

The dispute(争端) has seriously damaged diplomatic relations between China and Japan and threatens to damage the strong trading relationship, says the BBC’s John Sudworth in Beijing. The dispute has also caused strong nationalist emotions on both sides that makes it very difficult to be seen to be backing down, says our reporter.

The Japanese government says it is buying the islands to promote their stable and peaceful management. China on the other hand, says the islands have historically been its territory and fishing grounds. Meanwhile Japan’s newly-appointed ambassador to China, Shinichi Nishimiya, remains in hospital in Tokyo. He was appointed on Tuesday to replace Uichiro Niwa, who has been criticized for his dealing with the worst diplomatic dispute between Japan and China in recent years.
