When a dog bites a man, it usually doesn't make news. However, this saying changed when Beijing and several other Chinese cities announced the "Civilized Dog Raising" campaign (文明养犬活动)in November.

The government will require Beijingers to get licenses for their dogs, and will enforce the one-dog, one-family policy. Police say the "one-dog policy" is aimed at reducing the number of dog bites and lowering the risk of rabies (狂犬病). According to the Ministry of Health, rabies has become the top infectious (传染的) disease in China. Dogs are regarded as man's best friend and the history of raising dogs can be traced back to the stone age. It therefore seems sad that dogs are unwelcome in Beijing. But it is not the case that Beijingers dislike dogs. Actually, there are many dog lovers in Beijing. The city now has more than 550,000 registered dogs, up 20 percent from the previous year.

The problem is, actually, about living space. Different from many Westerners, most Beijingers live in urban apartment buildings, not houses in the suburbs. There is very limited open space for walking dogs. The barking, the waste, and unleashed dogs in buildings, elevators and places people gather can cause fear, fights and frustration.

Beijing is not the only city to have a dog problem. Paris, London, New York and Vienna all face similar challenges and have common rules for dogs and their owners.

Solar energy for your home is coming. It can help you as a single home owner. It can help the whole country as well. Whether or not solar energy can save your money depends on many things. Where you live is one factor and the type of home you have is another. Things like insulation (绝缘材料), present energy costs, and the type of system you buy are added factors.

Using solar energy can help save our precious fuel. As you know, our supplies of oil and gas are very limited. There is just not enough on hand to meet all our future energy needs. We won't have to worry about the sun's running out of energy for another several billion years or so. Besides, the sun doesn't offer as many problems as other energy sources. All that is changing now. Solar costs are starting to equal the costs of oil and electricity. Experts say that gas, oil and electricity prices will continue to rise. The demand for electricity is increasing rapidly. But new power plants will use more gas, oil or coal. Already in some places the supply of electricity is being rationed (限量供应). Solar energy is now in its infancy (初期). It could soon grow to become a major part of our nation's energy supply.

“I’ve changed my mind. Would I have been as ready as Philip Lawrence have been to face the aggressors, and to lay down my life for those in my care? How many people would want me back for Christmas? It’s a serious thought, one to give me pause.

I pray silently, sometimes, in the dead of night, that ancient cry of a poet “Deliver my soul from the sword, and my darling from the power of the dog.” Yet I know the death comes to us all, and sometimes comes suddenly. We must therefore plan to live forever, but live as if we will die tomorrow. We live on, I’m sure, in the lives of those we loved, and therefore we ought to have a care for what they will remember and what they will treasure. If more parents knew this in their hearts to be true, there might be fewer knives on our streets today.
