Taiwan will finalize a plan by the end of June to open up the island to tourists from mainland China, though no date has been fixed for formal implementation(执行), an official at the Mainland Affairs Council(MAC)said on Monday.
The official said the reports in the local press on Monday that the MAC has decided to postpone its plan to announce the implementation of the new plan on July 1 were inaccurate.
The official said cooperation between different organizations was still underway.The United Daily news quoted the director of the MAC’s legal affairs department, Liu Thehsun, as saying the plan to open up to mainland tourists would not be implemented as scheduled due to a lack of cross-strait communication.

The report also said that while no restrictions would be imposed on the mainland visitors in terms of age or residence in China, the visitors would need to hold a steady job or have more than 50,000RMB(about 6,000, U.S.dollars)in bank savings before they would be eligible(有资格的)to visit Taiwan.
In addition, Taiwan bound mainland tourists would have to come as part of a tour group and would be allowed to stay a maximum of 10 days each time.
The number of mainland tourists allowed to enter the island would also initially be limited to 1,000 people a day.
Although most people from Taiwan are free to travel to China, only a small number of mainland Chinese have been able to visit the island due to restrictions imposed by both sides of the Taiwan Strait after the end of a civil war in 1949.

BERLIN (AP)----A tiger escaped its enclosure at Cologne Zoo in western Germany on Saturday and killed a female keeper before being shot dead by the zoo's director, police said.

The tiger slipped through a passage between the enclosure and a neighboring storage building, where it fatally attacked the 43-year-old keeper, said police spokesman Stefan Kirchner.

"It appears the gate wasn't properly shut," Kirchner told The Associated Press.

The zoo was evacuated and a SWAT (特警) team was called in, police said.But before it arrived, the zoo's director managed to kill the tiger by climbing onto the storage building and shooting it through a skylight using a rifle.

Kirchner said it was unlikely that members of the public had witnessed the incident. "This is the darkest day of my life," the zoo's director, Theo Pagel, was quoted as saying by Cologne newspaper Express.

The paper said on its website that the Siberian tiger was a 4-year-old male called Tltai that came to Cologne Zoo from an animal park in England.In November it fathered three cubs with a 7-year-old Siberian tiger called Hanya, according to the zoo's website.

Police said the zoo reopened after Saturday's incident, which occurred around noon.However, a planned late-night opening of the zoo has been canceled.

Cologne Zoo is one of the oldest in Germany.It was founded in 1860 and houses some 10,000 animals consisting of more than 700 different species.

China may send naval ships to the seas off Somalia to help the fight against piracy(海盗行为) there, Chinese media on Wednesday quoted a Vice Foreign Minister as saying at the United Nations, Reuters reported.

"China is seriously considering sending naval ships to the Gulf of Aden and waters off the Somali coast for escorting operations in the near future," the Xinhua news agency quoted He Yafei as saying. He Yafei, speaking at a Security Council ministerial meeting, said that China welcomed global cooperation in the fight against Somali piracy, and supported efforts by other countries to send ships to the region, Xinhua reported.

Earlier this month a leading Chinese military strategist, Major-General Jin Yinan, urged the government to send ships, in comments generating debate about combating piracy in a country which has generally confined its navy to waters near home. Jin told a Chinese radio interviewer that "nobody should be shocked" if his government one day decided to send navy ships to deal with the pirates, whose recent victims have included ships from Chinese mainland and Hong Kong. Jin is the head of a strategy institute at China's National Defense University.

While the military strategist is urging an active part, other scholars think the government should be cautious before a decision is made. The Chinese military ships should go there "only within the UN framework," said Pang Zhongying, a professor of international relations with Renmin University of China. Pang added that he also had some concerns over the Chinese navy's capability. "I don't think the Chinese navy has the capability to fight against unconventional threats far in the ocean," he said, adding supplying and refueling in the Indian Ocean are key challenges.

A sharp increase in attacks at sea this year in the busy Gulf of Aden and Indian Ocean off Somalia has pushed up insurance costs, brought the Somali pirates tens of millions of dollars in ransom(赎金) and prompted foreign warships to the area. Among the captured ships are a Saudi supertanker loaded with $100 million of crude oil, the Sirius Star, and a Ukrainian cargo ship carrying some 30 Soviet-era tanks. LONDON—Archaeologists have discovered a smaller prehistoric(史前) site near Britain’s famous circle of standing stones at Stonehenge.

Researchers have named the site “Bluehenge” after the color of the 27 Welsh stones that were laid to make up a path. The stones have disappeared, but the path of holes remains.

The new circle, unearthed over the summer by researchers from Sheffield University, represents an important find, researchers said Saturday. The site is about a mile away from Stonehenge.

Bluehenge, about 80 miles southwest of London, is believed to date back to about the time Stonehenge was built, about 5,000 years ago.

Mike Parker Pearson of Sheffield University said he believed the path and stonehenge itself were linked to rituals(仪式) of life and death.

Mike Parker suggested that the ancient funerary rituals began at a different circle site known as “Wood-henge”, which represented the world of the living. The bodies of the dead were then brought down the River Avon to Bluehenge, which represented death, and were finally carried along a ceremonial route known as the Avenue to Stonehenge.

Bournemouth University Professor Tim Darvill, an expert on Stonehenge, told Britain’s Dail Mail that Bluehenge “adds to the richness” of the ancient site’s story.

“This henge is very important because it forms part of the picture of ceremonial monuments in the area and puts Stonehenge into context,” Darvill was quoted(引述) as saying. “It’s no longer Stonehenge standing alone, but it has to be seen in context with the landscape.”
