    One of the three categories of food waste solutions is prevention．The measures put forward in the report mainly center on preventing food waste in the first place．The report suggests food companies should adjust packaging to discourage waste．Portions（一份的量）should be smaller and packaging should be designed to prevent food from going bad．Distributors，those who supply shops and companies with food，should use new technology to reduce food waste during transport．Prevention methods would help save roughly $8 billion and prevent 2.6 million tons of food from being wasted，according to the report．
    Recovery solutions focus on new methods of taking food that would otherwise be thrown away and using it for other purposes before it goes bad．The report also recommends providing tax encouragement for people who donate food to the poor，softening regulations on food donations and processing food to prolong its life．
    The report also encourages recycling solutions-recycling food once it is no longer edible．
    Food waste causes a lot of related problems from food insecurity to climate change．At present an average American household of four wastes more than two million calories of food every year．At the same time，other American families remain food-insecure and rely on cheap and unhealthy food．Carbon dioxide produced in the process of growing crops and raising animals such as cows and sheep also speeds up global warming．Nearly 10% of the greenhouse gas in the U．S．relates to agriculture，according to a report from the U．S．Environmental Protection Agency （EPA）．
    Problems connected with food waste are only expected to become more serious in coming years as the global population grow quickly and climate change reduces crop production．Crop production in some areas of the world faces a nearly 20% reduction thanks to climate change．
    The new report offers a path to approaches to meeting the federal government food waste goal．The government action-called for by the EPA and the U．S．Department of Agriculture-offered high ambition but few important details．
    "Let's feed people，"said EPA Administrator Gina McCarthy announcing the goal，"Not landfills．"
