Poverty is not first thing that comes to mind when you think of Japan. After all, there are no children begging on the streets in major cities here. You do not often see Japanese citizens publicly letting out their complaints over the country’s economic decline. But senior government researcher Aya Abe says Japan has the fourth-highest rate of child poverty among developed countries.
She says she sees that poverty in schools where students admit to only bathing once a week. Some cannot afford to buy pencils for class.
“They may not be on the streets begging or they may not be turning into criminals, but it’s there. It’s just that we have to open our eyes and see,” Abe said.
Abe owes the increase in child poverty to the country’s changing demographics(人口统计), struggling economy and high social security premiums(保险费). She says fewer people live in three-generation households, where the parents and grandparents work. The number of single mothers has increased. The salary for young fathers has declined with the economic downturn. Social security premiums have increased in the last 20 years, putting families on the threshold of poverty.
Abe says studies conducted by the Organization for Economic Cooperation and Development (OECD ) point to rising poverty in Japan before the global economic crises in 2008. But the Japanese government and public refused to acknowledge it until then - in part, because of the shame associated with poverty.
“It was, what should I say, very unpopular for Japanese media to say anything about Japanese poverty,” said Abe. “Even though OECD announced it and OECD Japan announced it in Japanese, it didn’t make it into the articles.”
Abe says new Prime Minister Yukio Hatoyama has taken one important step to help alleviate (减缓) the problem. Next year, his Democratic Party of Japan plans to double monthly child care allowances given to families.
But Abe wants the government to expand its financial help even more. She wants it to simplify the process to apply for public assistance and provide educational grants for students struggling to pay for tuition at high schools and colleges. The country now only offers loans.
Abe says the government must act quickly because she says the problem will only get worse in the next few years.

When my grandfather died, my 83-year-old grandmother, once so full of life, slowly began to fade. Subdued(沉默的) for the rest of the visit, Meagan was no sooner in the car going home than she exclaimed, “Mom, I have a great idea! Let’s get GG a new doll for Christmas. Then she won’t cry when she thinks about it.”
My heart filled with pride as I listened to my sympathetic little daughter. But where would we find a doll to match GG’s fond memories?
Where there’s a will, as they say, there’s a way. When I told my best friends, Liz and Chris, about my problem, Liz put me in touch with a local doll-make. From a doll supply house I ordered a long brown hair and a kidskin body to copy the outfit GG had so lovingly described. Liz volunteered to put the doll together, and Chris helped me make the doll’s outfit. Meagan wrote the story of the lost doll by giving examples.
Finally our creation was finished. To our eyes it was perfect. But there was no way it could be exactly like the doll GG had loved so much and lost. Would she think it looked anything like it?
On Christmas Eve, Meagan and I carried our happily packed gift to GG, where she sat surrounded by children, parents, aunts, uncles and cousins. “It’s for you,” Meagan said, “but first you have to read the story that goes with it.”
GG no sooner got through the first page than her voice cracked and she was unable to go on, but Meagan took over where she left off. Then it was time to open her present.
I’ll never forget the look on GG’s face as she lifted the doll and held it to her chest. Once again her tears fell, but this time they were tears of joy. Holding the doll in her frail arms, she repeated over and over again, “She’s exactly like my old doll, exactly like her.”
And perhaps she wasn't saying that just to be kind. Perhaps however impossible it seemed, we had managed to produce a close copy of the doll she remembered. But as I watched my eight-year-old daughter and her great-grandmother examining the doll together, I thought of a likelier explanation. What GG really recognized, perhaps, was the love that inspired the gift. And love, wherever it comes from, always looks the same.

"Children should not be left unsupervised (无人监督的) to play with a dog." say experts in this week's British Medical Journal. Their advice is part of a review aimed at doctors who deal with dog bites.
"Dog bites and maulings are a worldwide problem, particularly in children." write Marina Morgan and John Palmer. Every year 250,000 people who have been bitten by dogs attend minor injuries and emergency units in the United Kingdom, and half of all children are reportedly bitten by dogs at some time, boys more than girls.
Accurate death figures are difficult to obtain, but in the past five years, two to three cases a year have made news headlines.
Based on the latest medical evidence, they advise doctors how to examine and treat a patient presenting with a dog bite. They discuss the risk of infection and when to refer to specialist care. For travelers bitten abroad, they suggest assessing the risk of rabies(狂犬病).
In terms of prevention, they suggest that children should be taught to treat dogs with respect, avoid direct eye contact, and not tease them. They should be taught not to approach an unfamiliar dog; play with any dog unless under close supervision; run or scream in the presence of a dog; pet a dog without first letting it sniff you; or disturb a dog that is eating, sleeping, or caring for its babies.
"Dog owners also need to change their behavior", says Rachel Besser, a children's doctor and lifetime dog owner, in an article.
"It is clear that not all dog owners appreciate that children should not be left unsupervised with a dog", she says. Just as some parents are obliged to take parenting classes, she would like to see compulsive classes for expectant dog owners to teach them about the responsibilities of dog ownership. Educational programs are also needed to teach children about some precautionary （预防的) behaviors around dogs.
Finally, she would like to see animal doctors advising dog owners about bite prevention, and doctors promoting bite prevention when treating patients who have been bitten by dogs.
