In many countries the standard of living enjoyed by their people has increased rapidly in recent years.Sadly, not everyone in these countries is so fortunate and many people in rich countries are homeless.

The reasons for homelessness are various, but poverty is undoubtedly one of the main causes. The homeless people may have become jobless and then been unable to pay their rent and so no longer have a roof over their heads.Often, the fact that unemployed people get help from the government prevents this from happening, but not always.

Some homeless people are mentally ill and have no one to look after them. Some are young people who, for one reason or another, have left home and have nowhere to live. Many of them have had a serious disagreement with their parents and have left home, choosing to go to a city and live on the streets.Sometimes they have taken such action because they have been unable to get on with a stepparent.

Many homeless people get into the habit of begging to get enough money to stay alive, but many of the general public refuse to give anything to beggars.Often they are moved on by the police, being accused, whether rightly or wrongly, of forceful begging. There are many who disrespect homeless people.

Commuters(远途上下班的人)who drive to work will face a parking charge of up to 350 a yearMinisters are backing a workforce parking charge which will come into force in Nottingham in 2013 and is likely to be adopted across the countryThe scheme will see firms with more than ten parking places for staff charged? 350 a year for each space in two years

Employers would be free to pass on the charge to their staff-meaning it would effectively be a tax on riving to workThe scheme aims to reduce traffic by preventing unnecessary car journeys and raise funds to improve public transport, but critics say it is just an excuse for councils to fill their coffers(保险柜)

Some ten million Britons drive to work each day, and the British Chambers of Commerce says the new charge could total 3.4 billion a year if rolled out nationwide

Already some firms in Nottingham have threatened to leave the city, where 4, 0, 000 commuters use their cars to get to workA spokesman said the scheme was nothing more than a tax on jobsIt is very unfair to discriminate against those employers who have parking spaces, which get vehicles off the streets, " he said"And these charges apply around the clock, which is especially unfair on shift workers who rely on their cars because public transport is not availableThis is more about increasing the government's income than reducing traffic"

However, Transport Minister Khan gave the plan an official approval during a visit to NottinghamThe council says the tax will raise as much as 100 million over ten years-one fifth of the cost of a new transport system for the city

Another transport spokesman Theresa Villiers said the tax would have a devastating impact on businesses struggling to cope with the economic decline

But Richard Hebditch of the Campaign for Better Transport said the tax would raise money to invest in better transport"We put forward the idea of workplace parking taxes as a fairer way to raise money to invest in the future of local transport servicesWe are pleased that the people of Nottingham will be the first to benefit"

Let children learn to judge their own work. A child learning to talk does not learn by being corrected all the time; if corrected too much, he will stop talking. He notices a thousand times a day the difference between his language and others’ language. Bit by bit, he makes the right changes to make his language like other people’s. In the same way, children learn to do all the other things. They learn to talk, run, climb, ride a bicycle by comparing their own behaviors with those of more skilled people, and slowly make the needed changes. But in school teachers never give a child a chance to find out his mistakes for himself, even fewer chances for him to correct himself. They do it all for him. Teachers act as if the student would never notice a mistake if they did not point out it to him. They act as if the student would never correct it unless he was made to. Soon he becomes dependent on the teacher. Let the student do it himself. Let him work out, with the help of other children if he wants it, what this word means and what the answer is to that problem.
