When I was a child,I often dreamed of the time when I could leave home and escape to the city.We lived on a farm and,in the winter especially,we were quite cut off from the outside world.As soon as I left school, I packed my bags and moved to the capital. However,I soon discovered that city life has its problems too.

One big disadvantage is money-it costs so much to go out,not to mention basics like food and housing. Another disadvantage is pollution.I suffer from asthma(哮喘),and at times the air is so bad that I am afraid to go outside. Then there is the problem of traveling round. Although I have a car,I seldom use it because of the traffic jams.One choice is to go by bicycle,but that can be quite dangerous.

Of course there are advantages.First,there is so much to do in the city,whatever your tastes in culture or entertainment(娱乐活动).Besides,there are wonderful jobs and greater chances of moving to a more important job or position.Finally,if you like shopping,the variety of goods is very surprising-and,what is more,shops are often only a short walk away.

Is life better then, in the city? Perhaps it is,when you are in your teens(十几岁)or twenties. However,as you get older,and especially if you have small children,the peace of the countryside may seem preferable. I certainly hope to move back there soon.

Federal regulators Wednesday approved a plan to create a nationwide emergency alert (警报) system using text messages delivered to cell phones.

Text messages have exploded in popularity in recent years,particularly among young people.The wireless industry’s trade association,CTIA,estimates (估计) more than 48 billion text messages are sent each month.

The plan comes from the Warning Alert and Response Network Act,a 2006 federal law that requires improvement to the nation’s emergency alert system.The act tasked the Federal Communications Commission (FCC) with coming up with new ways to alert the public about emergencies.

“The ability to deliver accurate and timely warnings and alerts through cell phones and other mobile services is an important next step in our efforts to help ensure that the American public has the information they need to take action to protect themselves and their families before,and during,disasters and other emergencies,” FCC Chairman Kevin Martin said following approval of the plan.

Participation in the alert system by carriers-telecommunications companies-is voluntary,but it has received solid support from the wireless industry.

The program would be optional for cell phone users.They also may not be charged for receiving alerts.

There would be three different types of messages,according to the rules.

The first would be a national alert from the president,likely involving a terrorist attack or natural disaster.The second would involve “approaching threats”,which could include natural disasters like hurricanes or storms or even university shootings.The third would be reserved for child abduction (绑架) emergencies,or so-called Amber Alerts.

The service could be in place by 2010.
