You may say it’s just a slip of the tongue. But as a senior official and a well-educated person, a professional who is supposed to be expert at using words shouldn’t have made such a remark like “Why did only two teachers commit suicide?” We use “only” to emphasize（强调） how small an amount is or how unimportant the matter is.
