London used to be "foggy", but it's mostly caused by the serious air pollution instead of the weather there. In London, some of this pollution came from factories, but a lot of it came from the coal that people burnt to keep warm. By the 1950s, the problem became so bad that the government didn't allow people to burn coal in cities. A few years later, the air became much cleaner.
Today, many Chinese cities have the same problem with air pollution. However, this problem is more difficult for Chinese cities to solve. One reason is that most of the pollution comes from factories rather than from burning coal. If the government closed these factories, a lot of workers would lose their jobs. Another reason is that changing from"dirty" fuels to cleaner ones is quite expensive. However the air in many cities is still becoming cleaner, as the government and people pay more and more attention to protecting the environment.
