    Japan will hand out its first “Nobel Prize of Manga (国际漫画奖)” for artists in the comic book field abroad. This is another step in Japan’s efforts to show the power of pop culture diplomacy.
    The International Manga Award, which was compared by manga lover Foreign Minister Taro Aso to a “Nobel Prize” when he first proposed it, will be given to an artist working abroad whose work best contributes to the spread of the manga form worldwide.
    Manga, a name used for Japanese style comic books, often combines stories with drawing styles that differ from the overseas superhero comics and cartoon, particularly in their frequent emphasis on cuteness.
    The winner will receive a certificate and a cup at an award ceremony, and will spend 10 days in Japan meeting with local comic book artists and publishers.
    “Manga has been spreading overseas and are selling quite well,” Aso said when announcing the award to the public. “I want to further improve the communicative power of these so-called ‘pieces of pop culture’.”
    Aso has argued that warm feelings for Japanese comics and cartoon can translate into warm feelings for Japanese foreign policy.
    He has proposed sending cartoon artists overseas as cultural ambassadors and the government has named some officials to advise ways to promote Japanese cartoon and culture to foreign audiences.
    The award committee, consisting of manga artists and publishers, is expected to make its selections quite soon.
    According to a ministry official Nobuyuki Watanabe, the prize carries no money reward. The cup’s design has yet to be finished, but it will be something “appropriate”.

    Chinese media and Internet users on Monday condemned lack of morals in society after a toddler was struck twice –by two different vans-and left bleeding on the road as more than a dozen bystanders did nothing to help the seriously injured girl．
    The incident， captured by a surveillance camera and broadcast by Southern Television Guangdong （TVS），showed the two-year-old girl was knocked down and run over by a white van on a narrow market street on the afternoon of Oct．13，in Foshan City of Guangdong Province．
    The driver fled the scene of the accident，leaving the girl to bleed on the sidewalk．Over the next six minutes，more than a dozen people walked by the girl，yet not one individual did anything to help her．The girl was then hit a second time by another van before an elderly trash collector came to her aid and brought the attention of the girl’s  mother，according to the video and eyewitnesses．
    Doctors said that the girl，who was put on life support after being hospitalized，remains in a deep coma．The girl’s parents，who are migrants living in the city，are now with her．
    Police said the drivers of both vehicles have been arrested．However，the apathy of the bystanders shown in the video has shocked the public，as Internet forums have seethed with anger， and people are questioning the morality of society．
    High moral standards were once triumphed as national pride in China where individuals known for selflessly helping others were adored by the public．
    But in recent years，the perception（观念）of a decline of morals has become a hot topic as profit and materialism are perceived to be affecting society’s values．
    On Sept．2 an 88-year-old man in central China collapsed，his face striking the pavement．Yet，no one came to his aid，and he ended up choking to death on the blood from his nose．
    Some have linked the absence of good Samaritans （模范人物）to a previous case in which a man trying to help an elderly woman who fell was accused of harming her．
    A strong chorus of opinion on the Internet says laws should exempt（免除）Samaritans from liability（责任），yet laws themselves cannot solve society’s  morality dilemma．

    Scandinavians may spend a lot of the winter in darkness but they are the happiest people in Europe, according to a study showed this month. Countries like Denmark and Finland scored highest on the study of happiness in Europe carried out by Cambridge University, which also found that the sunny southern countries of Italy, Portugal and Greece got the least joy out of  life.
    The survey entitled:  "No Man is an Island" showed that countries where people enjoy time with friends and family, have trust in government and national institutions were more likely to be happy than those living in a sunny climate. The study rated respondent on their overall sense of happiness and life satisfaction on a scale of one to 10.
    Danes (丹麦人)--who expressed a high level of trust in their politicians and public institutions--came top of the field at 8.3. Italians--who reported lower levels of satisfaction with their national quality of government--came last at 6.49.' "Italy, Greece, Portugal, Germany and France report the lowest levels of happiness while the Scandinavian Countries, Netherlands and Luxembourg report the highest," the study said.
    Although Europeans are generally four times wealthier than their fathers and grandfathers, their levels of happiness are either equal to or lower than 40 years ago. The study also looked at factors contributing to happiness within countries and surprisingly found that an interest in politics actually increased happiness.
    Lead researcher Luisa Corrado said tax cuts and throwing money at social problems appeared to have no effect on the happiness of citizens when compared with government policies which strengthened and supported wider social networks.  "People are less naive ( 质朴的) than one would expect, politicians need to adapted their policies and target specific problems in specific areas," she said.

    The battle for the leadership of Britain’s Labour Party ended on September 25. Five candidates competed for the top job, but it turned out to be a tale of two brothers.     China’s second manned（人造的） space flight will be done by two astronauts（宇航员） over five days in 2005. “Shenzhou-VI will be sent into space sometime in 2005,” said Zuo Saichun, a spokesperson of the China Aerospace Science and Technology (CAST). “The spacecraft（宇宙飞船） will make new breakthroughs（突破性进展） in China’s manned space technology.”

    WASHINGTON — Money can buy happiness, but only if you spend it on someone else, according to researchers.
    Spending as little as $5 a day on someone else could significantly boost happiness, the team at the University of British Columbia and Harvard Business School found on Thursday.
    Their experiments on more than 630 Americans showed they were measurably happier when they spent money on others --- even if they thought spending the money on themselves would make them happier.
    “We wanted to test our theory that how people spend their money is at least as important as how much money they earn,” said Elizabeth Dunn, a psychologist at the University of British Columbia.
    They asked their 600 volunteers first to rate their general happiness, report their annual income and detail their monthly spending including bills, gifts for themselves, gifts for others and donations to charity.
    “Regardless of how much income each person made, those who spent money on others reported greater happiness, while those who spent more on themselves did not,” Dunn said in a statement.
    Dunn’s team also surveyed 16 employees at a company in Boston before and after they received an annual profit-sharing bonus of between $3,000 and $8,000.
    “Employees who devoted more of their bonus to pro-social spending experienced greater happiness after receiving the bonus, and the manner in which they spent that bonus was a more important predictor of their happiness than the size of the bonus itself,” they wrote in their report, published in the journal Science.
    “Finally, participants who were randomly (随机地) required to spend money on others experienced greater happiness than those required to spend money on themselves,” they said.
    They gave their volunteers $5 or $20 and half got clear instructions on how to spend it. Those who spent the money on someone or something else reported feeling happier about it.
    “These findings suggest that very minor adjustment in spending allocations (分配) --- as little as $5 --- may be enough to produce real gains in happiness on a given day,” Dunn said.
    This could also explain why people are no happier even though US society is richer.
    “Indeed, although real incomes have increased dramatically in recent decades, happiness levels have remained largely flat within developed countries across time,” they wrote.

    The United States federal government had two young men in the state of Tennessee arrested on October 22 on unknown charges.
    In court documents published on Monday, it came to light that the men had discussed attacking an African – American school and killing 14 of them.
    Another crime was about planning to murder Presidential candidate Barack Obama. According to their affidavits (口供), the suspects’ “final act of violence” would be like this: when they attacked Obama they would wear white suits and top hats and drive “their vehicle as fast as they could toward Obama shooting at him from the windows.”
    The two suspects are Paul Schlesselman, 18, of West Helena, Arkansas and Daniel Cowart, 20, of Bells, Tennessee. According to the court papers, they met last month over the Internet through a friend. Schlesselman and Cowart are believed to share “very strong views” about White Power.
    Schlesselman listed “being racist” as his occupation on his MySpace page. He further wrote: “I'm white. I'm proud. I get angry. I like guns.”
    Cowart also had a MySpace page on which photos of guns were presented under a heading of “My Guns”. On his page he wrote, “Better to die quick fighting on your feet than to live forever begging on your knees.”
    Some have questioned the pair's ability to carry out the charged plan, but authorities have been very concerned about Obama as the first black presidential candidate from a major party.
    “We honestly don't know if they had the ability or the skill to carry out the kind of plan that they talked about.” said Malcolm Wiley, of the United Satates Secret Service in an interview with The New York Times. “But we take any threat seriously no matter how big or how small it is.”

    New York Time—A gunman killed eight people at a mall in Omaha this afternoon and then killed himself, setting off panic among holiday shoppers, the police said．
