    It is estimated that some seven hundred million people, about half the world’s  adult population, are unable to read or write, and there are probably two hundred and fifty million more whose level is so slight that it is hardly called literacy(有文化).
    Recently the attack on illiteracy had been stepped up. A world plan has been drawn up by a committee of UNESCO experts in Paris, as part of the United Nations Development Decade（十年计划）,and an international conference of the subject has also been held. UNESCO stresses that functional literacy is the aim. People must learn the basic skills of responsible citizenship, the ability of reading notices, newspapers, timetables, letters, price-lists to keep simple records and accounts, to select the importance of the information gathered, and to fill in the forms.
    The major areas of illiteracy are in Asia, Africa, and Central and South America. In Africa there are at least one hundred million illiterate people, which is eighty to eighty-five percent of the total population. In Europe the figure is about twenty-four million; most of them are in Sothern Europe, with Spain, Italy, Portugal, Yugoslavia heading the list (the United Kingdom has about seven hundred thousand).
    UNESGO is eager for each country in the world, poor or rich, to wipe out illiteracy.

    Concern with money, and then more money, in order to buy the conveniences and luxuries of modern life, has brought great changes to the lives of most Frenchmen. More people are working harder than ever before in France. In the cities the traditional leisurely midday meal is disappearing. Offices, shops, and factories are discovering the great efficiency of a short lunch hour in company lunch rooms. In almost all lines of work emphasis now falls on ever increasing output. What will happen, they ask, to taste, elegance, and the cultivation of the good things in life to joy in the smell of a freshly picked apple, a stroll by the river, or just happy hours of conversation in a local café?
    Since the late 1950s life in France has indeed taken on qualities of rush, tension, and the pursuit of material gain. Some of the strongest critics of the new way of life are the young, especially university students. They are concerned with the future, and they fear that France is threatened by the triumph of this competitive, goods-oriented culture. Occasionally, they have reacted against the trend with considerable violence.
    In spite of the critics, however, countless Frenchmen are committed to keeping France in the forefront of the modern economic world. They find that the present life brings more rewards, conveniences, and pleasures than that of the past. They believe that a modern, industrial France is preferable to the old.

    Students who want to study in the United States may find that their chances for financial aid are limited. They often have to pay for their education with their own savings or their family's money.
    A recent report from the Institute of International Education in New York looked at 2008-2009 school year.

    There is no doubt about it. The best way to learn new words is to do it unconsciously. I don’t mean while you’re unconscious. I mean while you are unconscious of the fact that it is sinking in.
    That is how I learnt the 30,000 words in my vocabulary by living in an English-speaking world, mother tongue. I just pick them up. But some of them may be misunderstood. Now, to misunderstand does not mean not to understand. To misunderstand is to understand but incorrectly.
    The 5% mislearnt of all the words we “know” will be the least frequently used words, as the more frequently used words are less likely to be mislearnt. Some of the misunderstanding may live with all our lives, without knowing that we got them wrong.
    Many English teachers think that this natural method of learning words in one’s own mother tongue can be used for a second language learning. They teach their students how to play the Guessing Game. “There is no time to look up in your dictionaries all the new words you come across,” they will say. “You have to practice guessing what the word means from the context.”
    This method of guessing in a second language learning does not work. It may succeed in many cases, but results in hundreds or thousands of wrongly-guessed meanings of words.
    And what’s more, there are more separate meanings than there are words themselves. Our learners’ dictionaries usually have many meanings. A good dictionary is what makes self-learning possible.

    The city can seem a cold, mean place. In the middle of so many people hurrying about their own business, a person can feel alone among the millions of others.
    There is a popular view that in cities, strangers are less likely to help an elderly person cross a street or call the police when they see a bike being stolen. Recently, a New Yorker named Casey Neistat did an experiment. He chained up his bike in several public places, then "stole" it in a number of obvious ways, such as using a hacksaw (钢锯). He filmed everything to see whether other New Yorkers would try to stop a shameless bike theft. The result? People just walked on by.
    Is this evidence of an immoral, selfish urban society? Not necessarily. According to another recent study, the way city people mind their own business is about other factors besides morality (道德).
    This is called the Bystander Effect, the theory that city people do not react because of the urban enviromnent they live in.
    Psychologist Dr. Harold explained why people did not involve themselves in Neistat's bike theft experiment with the Bystander Effect.
    First, people who live in cities are surrounded by so much activity that they stop noticing what is going on around them. Second, they are less easy to surprise and assume every activity has a logical explanation.
    "The third is that people notice it, but they don't know what to do," he continued. "And the fourth is fear — they know they should do something, but they're afraid to challenge someone with a hacksaw."
    A lack of concern is only a small reason why people don't take action, concludes Dr. Harold.
    Despite the results of Neistat's experiment, there is also evidence of a sense of team spirit that connects people in cities. All it takes is a funny joke or a shared interest to start a conversation with someone at a bus stop. When city folk are in trouble, they come together for support — famously in New York on September 11, 2001.

    The United States is already one year into a depression That was the news this week from the Na-tional Bureau of Economic Research. The downturn is the longest since a depression that began in 1981and lasted sixteen months.
    Economists generally wait for production to shrink for six months in a row before they declare a re-cession. But the bureau, a private group, uses a wider set of information to measure the economy. Thenews only confirmed what many people already knew: that the world's largest economy is weak and maynot recover soon.

This time, the chiefs drove to Washington in fuel- saving hybrid vehicles. And their companies presented detailed restructuring plans. The reguest for aid has risen from twenty-five billion dollars two weeks ago to thirty-four billion in loans and credit lines.
    G.M. wants almost half of that, and says it needs four billion dollars this month. It warned that without support it cannot continue to operate.
    Ford is in a better position, But the sharing of suppliers means it could be affected if G.M. or
    Chrysler fails. Ford is asking for a nine billion dollar credit line in case it needs it.
    Chrysler is the smallest and most trouble of America's Big Three. It says it needs a seven billion dollar loan by the end of the month.
    Two days of congressional hearings began Thursday in the Senate Banking Committee. The chairman, Democrat Chris Dodd, said he would support helping the automakers for the good of the economy.
    But the committee's top Republican, Richard Shelby, continued to express opposition to a bailout(贿政援助）．
    A main root of the world financial crisis is the weak housing market in the United States. The Trea-sury Department has been under pressure to help troubled homeowners.
