If you examine newspapers closely, you would find there are all sort of news: accidents, floods, fires, wars, sports, books, etc. The news cover everything happens to people and their surroundings. The first paragraph is in the fact a summary of the news. It gives all the necessary information, what, when, where, how, and why.
